Maroondah TAC L2P program
**Maroondah City Council is committed to the health, wellbeing and safety of our whole community and we thank you for your patience and support as we navigate the rapidly changing situation around the COVID-19 pandemic.
Following the Victorian Government’s announcement to cease all non-essential activity, Council has decided to suspend L2P drives until further notice. We are still taking learner and mentor applications while we wait to get back on the road.
The health and safety of our learners and volunteers is our top priority. With the situation of COVID-19 moving so rapidly, we are confident this is the right decision to protect our participants at this time.
Stay up to date on COVID-19 by visiting the DHHS website https://www.dhhs.vic.gov.au/coronavirus**
The TAC L2P Program assists disadvantaged Victorian learner drivers aged 16 to 21 with no access to a supervising driver or vehicle to gain the 120 hours driving experience required to apply for a probationary licence. The program is funded by the Transport Accident Commission (TAC) and Department of Transport (DoT), supported by the Victorian Government and coordinated by Maroondah City Council.
The program is FREE for both young people and volunteer mentors (the car and all fuel is provided).
How does it work?
The TAC L2P Program matches learners from 16 to 21 years old with a fully-licensed volunteer driver and practice vehicle to help them gain driving experience.
As well as being matched with a volunteer mentor, learners participating in the program have access to up to seven free driving lessons throughout the program with a professional instructor. The program focuses on helping young people become safe, confident drivers. It also provides an opportunity for young people to interact with positive adult role models, gain confidence and move towards social independence.
Who is eligible for the TAC L2P program?
Learners need to meet the following criteria to join the TAC L2P program:
- 16 - 21 years of age
- Live, work or study within the City of Maroondah
- Hold a current Victorian Learners Permi
- Have no access to a vehicle or a supervising driver*
* Applications outside of the standard criteria may be considered, please contact your L2P Coordinator for further information.
To register your interest in the program, please complete the Application Form here.
The TAC L2P program is a popular one, so after registering your interest you will have to wait a few months to get started. We will do our best to help you as soon as possible though!

Becoming a L2P Mentor (supervising driver)
To run this program we rely on volunteers to fill the role of driving mentor to the young people in the program. Do you want to help a young person get their licence?
The TAC L2P program doesn’t just benefit learner drivers. The program gives our volunteer mentors an opportunity to connect with their community, and directly help a young person.
We have a one-day training program for mentors to ensure you’re well prepared to mentor a learner driver and understand your role as a supervising driver. Learners participating in the program also have access to free driving lessons with a professional instructor to build their skills before getting on the road with a volunteer mentor.
Mentors need to meet the following criteria to join the TAC L2P program:
- be over 21 years old
- hold a current full Victorian driver licence
- can commit at least 1 hour per week
We provide training and support to all supervising drivers, and driving sessions will be held in the Maroondah TAC L2P vehicle.
Volunteer mentors need to register their interest in the program, attend an interview, complete the mandatory checks and a one day training course designed by the Department of Transport before they will be matched with a young person.
